Announcement: 2025-26 BVC Junior High Performance Program
This program is committed to fostering the next generation of British Columbia riders within a structured, inclusive, and performance-focused training environment.
The Burnaby Velodrome has a unique role in Western Canada’s cycling ecosystem and we
envision a Junior Program that not only develops future high-performance riders but also builds
strong community roots, helping young cyclists gain confidence, discipline, and a lifelong
passion for the sport.
Priorities include:
- Increasing participation in the Junior Program and club membership by recruiting new
riders through open house events, targeted marketing initiatives, and collaboration with
youth cycling clubs and community groups, as well as leveraging external athlete
identification programs. - Designing and implementing an annual training plan that balances skill development,
physical preparation, competition readiness, educational commitments, and rider
enjoyment. This plan would provide year-round opportunities for hybrid, endurance, and
sprint-focused riders, aligned where appropriate with Cycling BC and Cycling Canada’s
Long-Term Athlete Development frameworks. - Exploring opportunities for youth-specific training camps and competitions across
British Columbia, in collaboration with partners such as the Greater Victoria Velodrome
Association and Jerry Baker Memorial Velodrome Association. - Integrating coach education and mentorship opportunities to help grow the next
generation of coaches and volunteers.

Profile:
- Stephen McMullan – national-team coaching experience
- With over twelve years of experience in elite athlete development and six years in high-
performance cycling coaching, - Served at two Olympic Games as a National Coach with the Canadian Track Cycling
Team and currently lead Cycling Canada’s Talent Identification Program for the Track
Cycling Sprint discipline, in collaboration with the RBC Training Ground program
